Job Description:

Under the direction of the Director of Mental Health or designee, a Registered Nurse who supervises personnel in the management and implementation of psychiatric/mental health patient care and is fully accountable for 24-hour organization, staffing, planning, and coordination of the Mental Health Services (MHS) department.Duties and Responsibilities :A. Leadership and Management Develops and implements departmental goals and objectives with input from staff members. Responsible for the coordination and integration of interdepartmental programs. Develops and implements departmental policies and procedures that guide and support the provision of services. Interacts with all customers to ensure prompt and accurate communication, as needed, to provide the service expected and to meet the goals of the department. Must be able to manage unionized staff and able to navigate conflict resolutions in accordance to AVH policies and union contracts. Maintains current knowledge of MH programs, rules and regulations, and able to implement new and updated standards of practice in relation to MH programs and best practices. Challenges the status quo in looking for more efficient practices. Leads by example and serves as a professional role model. Appropriately delegates responsibilities, promotes decision-making and encourages problem-solving initiatives. Elicits staff participation in, and implementation of, projects and ideas. Formulates and participates in leadership and staff meetings, and continuing education programs. Maintains supervision of staff and their activities in all cost centers. Assesses and adjusts patient and staffing needs on a daily basis. Keeps employees informed of the present, as well as future changes. Actively listens and tries to understand before responding. Shapes an environment that is psychologically safe, encouraging, and non-judgmental. Supports, encourages, and contributes to the professional growth of all department staff members. Understands, teaches and implements elements of empowerment. Mentors staff in team building and commitment to organizational improvement. Responsible for the maintenance of performance improvement program, as appropriate. Responsible for the continuous assessment and improvement of the quality of care and services provided. Responsible for maintaining the department's survey readiness. Adheres to all Antelope Valley Hospital Compliance & Integrity Program policies and procedures.B. Human Resources Management Conforms to Affirmative Action guidelines. Develops and implements job descriptions and performance standards. Evaluates staff performance, including use of staff competence and quality improvement data. Moderates personnel problems and resolves complaints using good problem-solving techniques. Demonstrates knowledge and upholds administrative and human resources policies and procedures, and understands correct employee relations management. Ensures that staff members are in compliance with licensure and other annual mandatory requirements of the hospital, state and federal governments, and other regulatory agencies. Responsible for recommending a sufficient number of qualified and competent persons to provide care/treatment/services. Responsible for selection of unit staff, ongoing and timely employee feedback on work performance, and providing timely corrective and employee disciplinary actions. Maintains a respectful and non-discriminatory management style by treating all employee in an equitable manner regardless of their background.C. Management of Financial Resources Responsible for the recommendations for space and other resources needed by the department. Assesses and recommends to hospital administration resources for needed services not currently provided by the department or the hospital. Develops and recommends department operational and capital budgets. Ensures that department operates within established budget. Prepares and manages FTE budget including developing staffing plans and managing staff schedules. Accountable for department productivity and responsible in overseeing the financial health of the department by appropriately staffing according to census and keeping overtime to the minimum and as needed. Develops and utilizes the budget as a planning and control tool. Develops annual department strategic objectives and suggests new programs.Non-Essential Duties : Faxing, photocopying and other clerical duties, as needed. Serves as chairperson or member of appropriate hospital committees and/or teams.Knowledge, Skills and Abilities :Knowledge Advanced knowledge in the development of programs and business plans as generally acquired through the completion of a formalized program of study culminating in the award of a Masters' degree in nursing, business administration, health care administration or a related field. Advanced knowledge of the theory and practice of nursing care and the principles of nursing management as generally acquired through the completion of a formalized program of study culminating in the award of a Baccalaureate degree in nursing. Knowledge of applicable state and federal agencies and laws, and knowledge of sources available to interpret such laws. Knowledge of appropriate management practices and organizational behavior. Knowledge, understanding and adherence of telephone etiquette standards.Skills Skill in assessing crises and providing therapeutic intervention and communication in a timely and professional manner. Skill in identifying problems and translating them into solutions/treatment plans for staff/patients.Abilities Ability to communicate effectively while maintaining effective working relationships with staff members under one's direction, other departments, families of patients, practitioners/physicians, volunteers as well as other individuals. Demonstrated ability and willingness to apply the philosophy, purpose and goals of Administration and the Nursing Services department. Ability to develop new programs for the department, e.g., gero-psychiatry, adolescent, psychiatric urgent care programs. Ability to manage staff and treatment provided by the department staff. Ability to assess staffing needs and adjust time schedules to meet the needs of the department and the Nursing division of the hospital. Ability to self-evaluate, as well as supervise and evaluate the work of others. Ability to develop training material and organize reports. Ability to design and conduct independent research for completion of project assignments. Ability to communicate with the added ability to lecture before a group of people (patients, staff, and/or the public). Baccalaureate degree in nursing is required.Experience Knowledge of the practical workings of a psychiatric/mental health unit/department as generally acquired through at least two (2) years of experience in a formalized psychiatric/mental health work setting. Minimum of three (3) years of experience in hospital settings required. Minimum of two (2) years of progressive supervisory experience required.Required Licensure and/or Certifications: Current licensure as a Registered Nurse in the State of California Biannual CPR certification in Basic Cardiac Life Support (AHA) Annual Non-Violent Crisis Intervention (CPI) certification (obtained within 6 months of hire)AVH Conduct/Compliance Expectations : Ability to adhere with AVH Leaves of Absence Policy Ability to adhere with AVH Paid Time Off (PTO) Policy Ability to adhere with AVH Recording of Hours Worked Policy Ability to adhere to the department dress code Ability to organize work and establish priorities Ability to expand on own initiative in performance of duties Skill and ability to follow the telephone etiquette/standards Conforms to AVH Standards of Excellence Ability to function effectively under pressure and meet time parameters Ability to communicate effectively while maintaining good working relationships with co-workers, managers and other hospital staff Ability to adhere to the normal standards of courtesy and conduct as defined under the rules of hospitality at AVH Ability to maintain the confidentiality of patient, hospital and department information Ability to adhere to safety rules and regulations Safely and effectively uses all equipment necessary to carry out duties Ability to interpret and function under hospital and department policies and procedures Conforms with required and appropriate Joint Commission requirements Conforms with and supports hospital quality assurance and improvement guidelines Ability to participate effectively in department and hospital staff education Display a willingness to work as a team player Ability to give and support the highest level of patient/customer satisfaction at all times Supports and adheres to the values and mission statement established by the AVH Board of Directors Ability to demonstrate knowledge and understanding of the Compliance & Integrity Program and its established policies.
