Job Description:
PURPOSE OF POSITIONThe Director of Train Control Systems is
responsible for providing oversight, planning, and supporting all
mission critical operational technology for Southern California
Regional Rail Authority. They are charged with end-to-end
management of IT/OT solutions in support of the business including
but not limited to the computer aided dispatching (CAD), PTC Back
Office Server (BOS) network management and other systems necessary
to support the safe, reliable, and efficient operation of trains.

AND RECEIVED Receives general oversight from the Chief Technology
Officer Responsible for managing and monitoring work performance of
a division or department The duties listed below are intended to
describe the general nature and level of work being performed and
are not to be interpreted as an exhaustive list of
responsibilities. Develop, implement, and administer multi-year and
near-term goals and objectives of train control network systems, as
well as policies and procedures necessary to provide quality
service. Provide strategic and tactical planning, development,
evaluation, and implementation of ITC compliant Positive Train
Control (PTC) systems. Recommends innovation uses of existing
software functionality to reduce manual efforts and maximize return
on investment. Oversees the operations technology landscape
including but not limited to IT infrastructure, networks, devices,
applications, and databases.Create and deliver the strategic
portfolio for Operation Technology, including 5-year roadmap and
annual financial plans. Ability to manage and work with external
vendors, including vendor selection, evaluation and
contracting.Facilitate communication between staff, management,
vendors, consultants, and other technology resources within
organization. Monitor all activities related to selection,
acquisition, development and installation of major train control
and train monitoring network systems. Lead the assessment,
acquisition and maintenance of the network, infrastructure and
application components located at the various SCRRA dispatch and
operating centers. Develop and administer operating budget for
areas of responsibility including but not limited to the annual
operating, rehabilitation, and capital budgets; monitor
expenditures. Conduct research on emerging railroad control
technologies in support of infrastructure development efforts and
recommend technologies. Collaborate with other SCRRA managers and
departments to accomplish mutual objectives. Monitor and evaluate
departmental staff and a team of contractors to establish training
needs and ensure objectives and expectations are met, along with
compliance to policies and procedures. Direct the preparation and
processing of all Board items in relation to departmental goals and
objectives. Perform other related duties as assigned. Education and
Experience Bachelors degree in Technology, Engineering or Computer
Science.A minimum of ten (10) years of experience managing IT
network infrastructure, applications, and databases.A minimum of
five (5) years of work experience in a 24/7 railroad,
transportation or other operational center environment directing a
team that provides operational support (i.e., dispatch center,
network operations center, or other similar operational support
environment).Proven experience with network and server
configuration including VM Ware.Proven experience with APIs,
DevOps, product management and lean development practices.Prior
experience managing and deploying to Cloud based platforms such as
AWS and Microsoft Azure.Strong Agile delivery experience.A
combination of training, education and or experience that provides
the required knowledge, skills and abilities may be considered when
determining minimum qualifications. Advanced relevant coursework
may also substitute for a portion of required experience.Valid
Class C California drivers license with a satisfactory driving
record of no more than 3 moving violations and no DUIs within the
last 3 years is required. Knowledge, Skills, and Abilities

REQUIREMENTS Transition between a stationary position at a desk or
work location and move about Metrolink facilities or other work
site locations Operate tools to perform the duties of the position,
such as computers, office equipment and work-related machinery
Transport equipment or boxes up to 25lbs Exchange ideas by means of
communication Visual acuity to detect, identify and observe
employees or train movement and any barriers to movement when
working on or near railroad tracks Hear and perceive the nature of
sounds when working on or near railroad tracks Balance,
ascend/descend, climb, kneel, stoop, bend, crouch, or crawl within
assigned working conditions and or locations WORKING
CONDITIONSPosition requires work in a normal office environment
with little exposure to excessive noise, dust, or temperature. Work
may also be conducted in outdoor environments, at construction
sites, Railroad Track and Right-of-Way environments, and warehouse
environments, with possible exposure to individuals who are hostile
or irate, moving mechanical parts, and loud noises (85+ decibels,
such as heavy trucks, construction, etc.) Southern California
