Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia and Orlando, Florida USA with a technical support center in the South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.The Mechanical Engineer will be part of a team that will be constructing the New Consulate Compound (NCC) in Rio De Janeiro, Brazil. This is a 48-month (2 years) project under the Bureau of Overseas Building Operations (OBO). This position will provide a full range of critical engineering and construction quality assurance and management with technical oversight of the NCC project. Our salary scale for the position is $100,000 to $150,000 per year. The offer will depend on candidate's qualifications and years of experienceKey responsibilities:

  • Perform technical inspection of mechanical work, monitor the contractors quality control program and review project drawings and specifications to ensure compliance
  • Certifies that the contractor is performing the required work in accordance with the design documents
  • Review engineering shop drawings and determine the contractor has complied with the final design parameters
  • Perform quality assurance tasks, ensuring contractors work is properly inspected and corrective actions take place, ensuring materials meet contract and resolving conflicts
  • Monitor the contractors quality assurance and safety program, determine if construction elements are being installed, formed and executed properly
  • Monitor construction progress against the project schedule and submit weekly progress reports with recommendations based on technical review of project documents and field inspections
  • Develop working knowledge of all technical requirements of the projects
  • Provide Quality Assurance for ongoing construction project
  • Review contractor submittals and responds to Requests for Information
  • Evaluate proposed submittal substitutions with engineering implications and recommends to the Project Director
  • Coordinate the development of Independent Government Estimates (IGE) for modifications and change orders
  • Prepares monthly progress reports and attend meetings summarizing project status with emphasis on engineering
  • Prepare construction reports detailing the progress and identifies any problem with the construction process related to Mechanical Engineering
  • Evaluate contractors proposed remedy on every problem and formulate solutions for the Project Director/Construction Manager
  • Perform other responsibilities associated with this position as may be appropriate.Qualifications To be successful in the role:
    • Must possess a Final Secret, Interim Top Secret (ITS) or Final Top Secret (TS) clearance issued by the Defense Counterintelligence and Security Agency
    • Degree in Mechanical Engineering from an accredited university in the United States
    • At least 7 years of experience on construction projects of similar scope and dollar value
    • Professional License (PE) is preferred and acceptable in lieu of a degree
    • Experienced in Building Automation Systems, monitor controls and disconnects, general plumbing, water/sewage treatment, power generation and HVAC systems
    • Preferably with overseas experience
    • Highly knowledgeable of International Codes and review of contractor submittals
    • Able to provide Quality Assurance for ongoing construction projects
    • Experienced in reviewing and evaluating design calculations and data from an engineering perspective
    • Knowledge of Construction Safety regulations (EM 385-1-1, OSHA, etc)
    • Understands and able to interpret mechanical drawings and have an understanding of its principals and how it fits in with other disciplines
    • Able to read design/construction drawings, review contractor submittals and understand design narratives and calculations
    • Experienced in handling Requests for Information (RFI) assessments and appropriate responses
    • Able to coordinate the development of Independent Government Estimates (IGEs) for modifications and change orders
